East Portland: Another Planning Failure

Planning of outer southeast Portland has failed so badly that even the planners are recommending that the city slow densification of the area. As reported in the Oregonian late last year, the city upzoned the area to much higher densities but failed to install basic urban services to support those densities. The result is just one more disaster in the model of urban planning called Portland.

Some background: In 1994, Metro, Portland’s regional planning agency, gave every city in the region a population target and told them to upzone neighborhoods to reach that target so they wouldn’t have to make large expansions of the region’s urban-growth boundary. Metro specifically targeted 36 neighborhoods for densification, including outer southeast Portland and the Portland suburb of Oak Grove.

At the time, the Antiplanner lived in Oak Grove, the only targeted neighborhood that successfully fought densification. In 1996, I met someone from outer southeast Portland whose neighborhood was not so lucky. The planners came to their neighborhood and proposed upzoning to as high as 65 housing units per acre. The residents strenuously objected, and after much haggling, the planners agreed to a modest amount of upzoning, but warned that if the neighborhood failed to add enough new housing, even more upzoning would take place later.

Repeating the Big Lies About Sprawl

Those crazy planners at Smart Growth America are at it again: issuing another report all about how urban sprawl is bad and people are better off living in compact communities. Most news reports take it for granted that sprawl is evil and something ought to be done about it. But the report does devote all of three out of 51 pages to repeating claims about how sprawl makes housing unaffordable, transportation expensive, people fat, and lives shorter.

Almost all of these claims cite another report written back in 2010. Most of the claims are readily dismissed for several reasons.

First, some of the claims are based on models the planners made of cities and how they affect people, not on real life. For example, claims that transportation is less expensive in compact areas are based on models, not actual measurements. (They also fail to account for the huge differences in subsidies between transit and driving.)

Interpreting the Election Results

Tea party supporters do not agree on a lot of issues, but are firm on two things: cutting government spending and protecting property rights. What do the election results mean for the future of land-use and transportation planning?

On one hand, many of the results look promising for supporters of property rights and efficient (user-fee-driven) transportation policies.

  • Wisconsin rail skeptic Scott Walker, who promised to cancel the state’s moderate-speed rail project, soundly trounced the pro-rail incumbent governor.
  • Ohio elected fiscal conservative John Kasich, who is also a rail skeptic, as governor, probably dooming that state’s moderate-speed rail plans.
  • Florida appears to have elected fiscal conservative Rick Scott as governor. He will probably take a hard look at that state’s high-speed rail programs.
