In addition to Chicago, transit systems in Albuquerque, Atlanta, Austin, Baltimore, Boston, Charlotte, Dallas, Kansas City, Louisville, Memphis, Philadelphia, Pittsburgh, Portland, San Antonio, and Washington DC all lost riders in 2013.
