Since Tuesday, this web site has been under repeated denial-of-service attacks. That means some kind of bot has been repeatedly trying to query the site; since it is only allowed so many queries per hour, other people have a hard time accessing it. You may get an installation page or another error message.
For what it’s worth, all of the attacks have been coming from the same IP address, 45.146.165.104, which is supposedly in the United Kingdom. The only advice my server has is to pay it more money to increase the number of queries that are allowed per hour.

Can’t just block that one ip address? I’m also surprised it doesn’t cap the number of transactions per address/user
Same thoughts.
I didn’t know I could block an IP address. My friendly web host was too busy trying to sell me security services I can’t afford to tell me that this was a possibility at no extra cost.
I’ve now blocked the IP address in question. We’ll see if it works. Thanks for the suggestion.
Also, the site is not secure. You need to fix the SSL/HTTPS issue.
Guess my last comment didn’t post.
The site has had issues for years. Maybe it’s time for a new host? You’d probably be better off on wordpress.com.
Apply WordPress updates as soon as possible and keep the site updated. Better yet, stop using WordPress. There are so many vulnerabilities, and one study found that 70% of WordPress installations have vulnerabilities.
Finally, blocking an IP address will likely have little effect. Whomever is attacking the site is likely using a VPN, Tor, or some other way of changing/masking their IP.
Here’s a link to the site with the 70% stat. It also has specific tips for securing the site from attackers.

It looks like you’re running 5.4.4, which was released in October. The current version is 5.6.1, released in February. Don’t let your site be four months out of date.
I scanned the site to see what version of WP you’re using, which caused the site to go back to installation mode. That shouldn’t happen when the site is scanned.
These major issues need to be addressed or they will continue.
